BACKGROUND

Carmen Schools of Science and Technology (Carmen) is the largest public charter school network in Milwaukee, Wisconsin with a mission to graduate all students as critical thinkers and self-directed learners prepared for success in college, meaningful careers, community involvement, and family life.

Carmen Schools currently operates six schools; each school is an independent charter school authorized by Milwaukee Public Schools or the University of Wisconsin-Milwaukee.

POSITION SUMMARY

The Chief Talent Officer (CTO)is a trusted advisor to the CEO, Carmen Leadership Team (CLT), and Board. The CTO serves as the organization's primary thought leader regarding our incredible team, talent, and organizational culture. The CTO will lead the Talent and Human Resources (HR) Team , responsible for ensuring compliance, mitigating risks, and reducing liability within the organization.

This role presents an opportunity for a talented leader to create and build an elevated vision for how the organizations’ Talent and HR Team can further impact the achievement of the organization’s mission and goals in a robust way. The CTO will help create, nurture, refine, and grow our strategic vision for talent and team in a manner that ensures racial equality and representations at all levels is flourishing. It is this vision and leadership that will ensure the organization is able to attract the best talent and team in our sector and communities, while also nurturing a health, including organizational culture that supports long-term staff retention and development through systems, training, coaching, and personal leadership. This vision and leadership will ensure that our students, families, and team members are surrounded by the excellence that they deserve and fuels our daily work to realize our mission.

The CTO will build upon the strengths of the organizations’ current talent model and ensure the talent recruitment, screening, professional development, onboarding, coaching, HR practices, and policies, compensation of talent, and work is of the highest standards. In addition to being one of the top leaders of our own organizational culture, the CTO will build and model how to grow an outstanding adult culture within their own talent teams, demonstrated by our staff satisfactions, and other metrics. The CTO will leverage their talent and HR expertise to ensure that the organization has best-in-class systems to evaluate, support, nurture, train, and reward staff and the tremendous talent that exists in our schools so that they may daily maximize their professional potential while directly working in partnership with our students and families. The CTO, in partnership with the CEO, CLT, and Board will help to shape our overall culture and how we best serve all of the communities with whom we partner and who rely on us.

QUALIFICATIONS

  • Minimum 10 years HR and Talent experience in education, preferably in a Charter Management Organization
  • Extensive experience (4+ years) in talent management, recruitment, talent systems, and employee development, preferably in education
  • Strong understanding of employment policies, regulations, and compliance requirements. Strong knowledge of HR best practices, labor laws, employment regulations, compensation and benefits, and organizational design and development in general and relevant to the education profession
  • A strong belief in and unwavering commitment to Carmen’s mission
  • Proven leadership skills with experience in managing teams and driving organizational change
  • Bachelor's degree required, master’s degree preferred
  • Proven ability to lead and retain a high-performing, cohesive, diverse teams with demonstrable results against goals
  • Strong commitment to and ability to build a culture of high performance that promotes diversity, equity, and inclusion
  • Demonstrated ability to analyze data and utilize metrics to inform decision-making and improve talent and HR management processes
  • Demonstrated growth mindset and desire to continually improve through feedback, coaching, and professional development
  • Ability to collaborate with senior leadership to surface problems and develop solutions in ambiguous situations
  • SHRM certification, preferred
  • Spanish fluency, preferred

ESSENTIAL RESPONSIBILITIES

Strategic Leadership

  • Create and implement a multi-year vision, strategy, and plan to encompass all areas of the HR and talent functions to ensure Carmen has a highly engaged and effective workforce
  • Shape and reinforce an organizational culture that reflects Carmen’s commitment to diversity, equity, and inclusion
  • Serve as key member of the executive leadership team, playing an active and influential role in discussion and decision about Carmen’s strategic priorities and plans
  • Develop and implement change management strategies for large-scale organizational talent initiatives, including a new performance management system

Team Leadership

  • Manage and coach the HR and Talent Team toward ambitious goals that align to the multi-year strategy
  • Hire and retain effective members for the HR and Talent Team
  • Analyze data to track and measure the effectiveness of talent programs and inform decision-making
  • Coach and train manager to effectively lead their teams and resolve employee issues
  • Serve as the face of the HR and Talent Team, presenting at staff meetings, and staying visible on campuses

Functional Leadership

  • Annually assess Carmen’s compensation and benefits to maintain organizational competitiveness for quality talent
  • Oversee the design and implementation of programs for employee onboarding, talent development, and career pathways to foster a culture of continuous learning and growth
  • Lead the development, implementation, and improvement of a comprehensive performance management system across the organization
  • Lead the annual employee engagement survey process and support managers in analyzing and addressing employee feedback
  • Implement clear processes to manage and resolve employee issues; serve as the main point of contact for employee concerns
  • Make decisions about crucial processes and reporting system (e.g., HRIS, ATS, LMS, etc.) to ensure accuracy, efficiency, effectiveness, and compliance across the talent function
  • Develop and update HR policies, processes, and systems to ensure compliance with federal state, local, and authorizer regulations and minimize organizational risk
  • Serve as the main point of contact for all benefits vendors; regularly negotiate benefits on behalf of the organization
  • Stay up-to-date on research and best practices for HR and talent, especially in urban education

WORK ENVIRONMENT


The CTO will be expected to balance their time between the network offices and at the Carmen campuses and to travel, with their own transportation, between campuses on a regular basis. Given the nature of a senior leadership role, occasional evening or weekend work may be required.

COMPENSATION & BENEFITS


Salary Range: $120,000 - $180,000
